Ok, gerade nochmal geschaut, es hängt alles an der Einstellung "Standardsprache". Ist das aktviert, ist die Sprache gesperrt. Und "neue Version hochladen" fehlt, wenn die Sprache über den Marketplace installiert wurde. Die Sprache muss also manuell hochgeladen werden. War mir nicht klar :-)
